Support characters inWuthering Wavesmay be able to operate with any weapon, but DPS units must find the best weapon that suits them. Not to mention, main DPS characters suffer the most when they’re operating with a weapon that doesn’t give them the stats they need. This isbecause most DPS units inWuthering Wavesdo better when they have a higher Crit value in their builds.
That’s the case with Phoebe too. She operates between the Absolution and Confession states to deal DMG, but she still needs Crit value in her build. So, in order for her to dominate on the battlefield, players must find thebest weapon for Phoebe inWuthering Waves.

Ocean’s Gift is one of the best weapons for Phoebe inWuthering Waves, and the best part, it’s F2P. While it’s understandable that a 4-star Rectifier doesn’t offer Crit value, Ocean’s Gift still gives Phoebe a lot of ATK and Spectro DMG, which is ideal for her gameplay. The only condition is for theenemy to have Spectro Frazzleand that’s very easy for Phoebe to apply, since she can do that while switching states, or by just going full Confession state on enemies.

When Resonance Liberation is released, increases the caster’s ATK by 48%, lasting for 15s.
Augment is aPioneer Podcast (Battle Pass) weapon inWuthering Waves. As a weapon that offers Crit value, it has the upper hand against other 4-star weapons for Phoebe inWuthering Waves. Not only that, but it has a general passive that buffs Phoebe’s ATK% after she casts her Resonance Liberation. All in all, granting Phoebe a 20% extra Crit Rate alongside some ATK% is always good for her kit.

Increases Energy Regen by 12.8%. When hitting a target with Basic Attacks, increases Basic Attack DMG Bonus by 3.2%, stacking up to 5 time(s). This effect lasts for 8s and can be triggered 1 time(s) every 0.5s.
Cosmic Ripples offers Phoebe an insane amount of ATK% from its Sub-stat on top of some Energy Regen from its passive. As a main DPS who scales with ATK%, it’s always good to have this amount added to her stats. As for the Energy Regen, Phoebe doesn’t really need it, but her Resonance Liberation brings a great buff to her gameplay, so it’s a good stat to have.
Additionally, Cosmic Ripples increases Phoebe’s Basic Attack DMG, which is one of her most used Attacks, making the 5-star Rectifier a good choice for Phoebe. However, the weapon doesn’t offer any Crit value, which is not ideal for her gameplay as aDPS inWuthering Waves.

Increases ATK by 12%. Using Resonance Skill gives the equipped Resonator 12% Basic Attack DMG Bonus for 6s, stacking up to 3 times. When casting Outro Skill with 3 stacks, consume all stacks to give 52% DMG Bonus to the off-field Basic Attacks performed by the equipped Resonator, lasting for 27s.
Rime-Draped Sprouts grants Phoebe a massive Crit DMG buff while slightly increasing her ATK%. Moreover, when Phoebe casts her Resonance Skill, she will raise her Basic Attack DMG through the Rectifier’s passive, stacking the buff three times. Phoebe can activate at least two stacks. but the third one is harder to get because of how short the duration is. Additionally, Phoebe doesn’t deal any Basic Attack DMG when she gets off the field, so the second part of Rime-Draped Sprouts’ passive is completely useless.
All in all,Zhezhi’s best weapon inWuthering Wavesis good enough for Phoebe but doesn’t fully fit her gameplay.

Increases the DMG Bonus of all Resonance Attributes by 12%. When Resonance Skill hits a target, increases ATK by 12%, stacking up to 2. This effect lasts for 5s. When the equipped character is not on the field, increases their ATK by an additional 12%.
As Phoebe can cast her Resonance Skill twice, she’s able tofully activate Stringmaster’s first part of its passive, where she gets an extra 24% ATK on top of a 12% Spectro DMG without any requirement. Add to that the fact that Stringmaster offers a whopping 36% Crit Rate from its Sub-stat, and Phoebe is ready to go into her Absolution state.
Increase ATK by 12%. Dealing DMG to enemies with Spectro Frazzle gives 14% Basic Attack and 14% Heavy Attack DMG Bonus respectively, stacking up to 3 times for 6s. Casting Outro Skill Amplifies the DMG from Spectro Frazzle on enemies around the active Resonator by 30% for 30s. Effects of the same name cannot be stacked.
Being her Signature weapon, Luminous Hymn is one of Phoebe’sbest weapons inWuthering Waves. The 5-star Rectifier is made specifically to complement her gameplay and boost all her mechanics. Starting from giving her Crit Rate on Sub-stats to increasing her ATK% at the start of its passive, Luminous Hymn has a lot to offer.
Since it’s easy for Phoebe to apply Spectro Frazzle on enemies, Luminous Hymn offers a constant buff to her Basic and Charged attacks, which are her most used Attack types. This will greatly improve her Absolution state where Phoebe goes full main DPS mode. As for the second part of Luminous Hymn’s passive, it boosts Phoebe’s Confession state, where it adds an extra 30% DMG to the Outro Skill, further boosting the DMG dealt by Phoebe’s Spectro Frazzles.
