Although there is a payphone nearby — hinted at through dialogue as the game’s suggested solution — there is actually a much better alternative.

Instead of interacting with the payphone, look to your right and notice a red bike with a pouch attached to its back.The bike belongs to Dylan, who works at the Blue Spruce Bar. Interact with the pouch andpick up the pager; this is where you will find the padlock combination.
Your next task is to flip the pager and interact with the paper slip. Then, flip the paper clip, and the padlock combination code will be revealed.
