With so many exciting elements at play, it is no surprise to know that fans are eagerly waiting for the main war to begin in this country, but as Oda builds up to it, he’s also laying the groundwork and revealing who the mightiest characters in this country are. WithOne Piecechapter 1140, it is now clear that Oda has set up his main villain force for the arc, and they’re the Holy Knights.All the major players are already in Elbaf, and this clearly means that the mightiest of the arc have gathered already and will kickstart some incredible action soon enough.
Gunko Is Among The Five Strongest On The Island
The Holy Knights on Elbaf are most certainly among the strongest characters and they absolutely have to be for narrative reasons. If the Holy Knights were all weak, then there would be no intensity in the arc and all of them would fall way too easily. As such, every Holy Knight that is currently in Elbaf is undoubtedly going to be a monster and fans need to wait to see what their full strength is. AlthoughSaint Qilingam of House Limosivand Saint Summers of House Shepherd are two of the strongest as well, fans haven’t seen enough of them just yet. Gunko, on the other hand, has shown her capabilities already. Fans know Gunko to be monstrously powerful, as she was able to handle herself in the Underworld with ease.

It must be remembered that each beast in the Underworld is as strong as Gear 4 Luffy, which means that Gunko, without even trying, surpasses that power level. Gunko has the power of the Aro Aro no Mi, and this fruit allows her to create arrows from her body and use them in combat freely. She can also create arrows from her environment, which might suggest that Gunko is awakened. More than that, fans know that Gunko has unavoidable attacks.
Essentially, some of Gunko’s attacks draw a trajectory before they land a hit. The trajectory lays the path for the future actions that she will take. They’re clear to see, but unavoidable, which is quite scary, to say the least. It is said that only Gunko can cancel the attacks, and these powers were string strong enough to make even Loki lose a sense of semblance for a bit. However, it must be said that Loki was severely weakened due to the Sea Prism Stone chains. The biggest indicator of strength for Gunko is the fact that Oda had Shamrock say that even if Loki was free, Gunko would still be able to bloody him in battle, which puts her in a very high tier of strength.
Gaban Is Old But Still A Monster

Another one of the monsters in Elbaf currently is the left-hand man of the Pirate King, Scopper Gaban. Gaban is old and way beyond his prime, so logically speaking, he should be below half of what he used to be. However, his half is still great enough to make a Yonko sweat. InOne Piecechapter 1140, Gaban showed a small glimpse of his power in the battle against Luffy. He was seen toying with the Yonko without any weapons, and more than that, made an absolute fool out of him.

Once Luffy got more serious,Gaban unleashed his Conqueror’s Haki infusion, which automatically made him one of the mightiest in the world, rivaling the likes of Roger, Whitebeard, Rayleigh, and Garp, among others. Gaban’s single named attack, which wasn’t even coated in Haki, was strong enough to cut through Aurust Castle, and still travel to cut clouds, which means that this attack can take out islands with ease.
Gaban’s full power could be far beyond what fans expect, but for now, he’s comfortably among the four strongest characters in Elbaf.
Loki Is A World Destroyer

The Accursed Prince of Elbaf, Lokiis, undoubtedly, very powerful and fans already know that. He was introduced as a troublemaker, said to be strong enough to defeat just about anyone in his path. Loki was unbeatable until he ran into Shanks, who remains to be the only one strong enough to defeat him so far. Loki is believed to have legendary powers. It is said that Loki holds the power to destroy Elbaf, and along with it, the whole world. He has a special bounty of 2.6 billion berries, and, undoubtedly, his powers are immense, and should be comparable to a Yonko, if not greater. According to Scopper Gaban, Loki can do collateral damage, and the nature of his power is dangerous. For now, however, it is unclear where exactly he peaks.

The protagonist ofOne Piece,Luffy is also quite easilyamong the strongest Elbaf characters. Fans know him to be a force to be reckoned with, especially given that he defeated Kaido in the past. His strength is immense, and he has all three types of Haki at his disposal. More than that, Luffy has the Nika Fruit, and all his powers put together make him a monster in combat. Luffy has already beaten the likes of Kaido, and even Kizaru. He has overpowered multiple Elders and his power level is quite easily immense. Luffy can casually destroy islands, and that goes without saying. He’s definitely gotten stronger since the last time fans saw him, so right now, Luffy should be on a completely different tier of strength.
Shamrock Figarland Should Be Relative To Shanks

Shamrock Figarland is most likely the big villainofOne Piece’sElbaf arc, and he’s also likely the strongest in the country right now. Shamrock possesses tremendous power, as is indicated by the fact that he is above Loki in terms of power. He is the son of Garling and brother to Shanks, which means that his strength should be relative. He should have access to all the Haki types and their advanced forms, but that’s not all. He also has the power of the Cerberus fruit, which makes his sword deadly, since it is wielded by the blade itself. Given that Shamrock is considered to be strong enough to bring Elbaf to heel with his might, it should be no surprise to put him as the strongest in the country at the moment.
